BHA runs two separate pathways
The Boston Housing Authority's own site lists them as two different applications: "Apply for available BHA Federal and City funded housing programs" (through boston.myhousing.com) and "Apply for BHA state housing programs" (through publichousingapplication.ocd.state.ma.us). Applying to one does not automatically apply you to the other.

Statewide, CHAMP covers state-funded public housing specifically
CHAMP (the Common Housing Application for Mass. Programs) lets you apply once to any Local Housing Authority's state-funded public housing, across more than 230 MA cities and towns. It is not a universal application for every housing program in the state — Section 8/Housing Choice Voucher waitlists and project-based Section 8 buildings are separate systems with their own applications.

Real wait times can be long, and vary a lot
BHA states plainly: "The waiting time for housing can vary by waiting list and can be over ten years from your date of application," depending on bedroom size, program, your priority/preference points, and unit turnover. A single community's waitlist can range from about 1,200 to 13,000 applicants.
